Warren Westberg, President

Warren is an AV-rated Texas trial lawyer with a record of successful litigation representing Fortune 500 companies, closely-held entities and individuals on both sides of the bar in complex civil litigation. Westberg is a partner in the law firm McCauley, Westberg and Ramirez PLLC, where he continues to have a diverse trial practice in cases involving complex Business Litigation, Intellectual Property/Technology, Commercial Law, Oil & Gas, Real Estate, Fiduciary Duties, Software Defects, Fraud/Misrepresentation, Deceptive Trade Practices and general Tort Liability.
Westberg earned a B.S. in Economics from Oklahoma State University in 1984. He graduated from the University of Oklahoma-College of Law in May 1987 and received the American Jurisprudence awards in Commercial Real Estate Transactions and Anti-Trust Law. He has been licensed to practice law in Oklahoma and Texas since 1988. Westberg and his two sons have lived in the Collinwood Acres neighborhood of Fairview since 2004.

Sim Israeloff, Vice President

Sim is an attorney with the Dallas law firm of Cowles & Thompson where his practice is devoted to complex commercial and business litigation. He is Board Certified in Civil Trial Law by the Texas Board of Legal Specialization. Sim represents U.S. and foreign businesses and individuals in litigation involving business transactions, real estate, construction, securities, professional liability, intellectual property and class actions. He has more than 30 years of experience and is the section head of the firm’s commercial/business litigation practice group.
Sim was Mayor of Fairview from 2003 to 2013 after serving as chair of the Planning and Zoning Commission. He has been a board member of the Fairview CDC since 2003. In 2014 he was appointed to the EDC board and in 2016 was asked to serve again as chair of the P&Z. Sim is also a member of the board of directors of the Heard Natural Science Museum and Wildlife Sanctuary.

Don Braun, Secretary

Donald Braun currently serves as President of the HALL Group, a 48 year old diversified private investment company. Mr. Braun oversees the management of the company’s core business activities which include real estate development, a real estate finance company, oil and gas, private equity, a vineyard and wineries.
Mr. Braun has extensive experience working with and structuring debt and equity financing across a broad spectrum of international and domestic capital market sources. Mr. Braun has served as a board member of numerous private companies across a broad range of industries and has served on the boards of various nonprofit organizations. In addition to his position on the Fairview Economic Development Corporation, Mr. Braun holds current board positions on The Real Estate Council and the Collin County Business Alliance.
Mr. Braun holds a bachelor’s degree in economics from Albion College and has a certified public accountant designation (CPA).

Robert (Bob) Herrema, Member

Bob, a U.S. Army Veteran, is a retired apparel company executive. He has held Senior Positions with apparel companies in four states (Illinois, Colorado, Alabama and Texas). Most notable were the Licensed Apparel Partnerships of these companies with All Professional Sport Teams and many well recognized athletes. In partial retirement Bob organized many apparel driven marketing events for the nation’s premier sports playoffs and championships such as The NFL Super Bowl, MLB World Series, NBA Championship, NHL Stanley Cup, etc.
In 2008 Bob became part of a new joint sustainability initiative between the U.S. Environmental Protection Agency, Local Water Authorities and America’s Big Box Retailers. The new initiative, (Watersense Sustainable Water Conservation) was ground breaking in using green technology and incentives to save water. Bob was a pioneering spokesperson and marketing leader with Watersense Conservation Solutions in both the United States and China.
Bob and his wife Ginney live in the Villas In The Park Community. He has served on the VITP HOA Transition Committee. 

Bill Nicol, Member

Mr. Nicol began his working career operating his own farms, spending two years managing an Insurance Business and afterward spent two years as an Agriculture Ombudsman for the Alberta Minister of Agriculture. He joined Phillips Driscopipe (a subsidiary of Phillips Petroleum Company) in 1975 and spent the next 28 years with the company.
His work experience included Canadian Sales and Marketing Manager, US Sales and Marketing Manager, Asset Sales, Plant Consolidation, International Business Manager. He also served as the Mexico General Manager, which included Sales, Marketing, Plant Operations and finally retirement.
Mr. Nicol has held the position as President of the US Plastic Pipe Assoc. as well as Elder, Stewardship and Building Fund Chairman for his church. He visits prisons with Bill Glass Ministries. Mr. Nicol and his wife Louise have lived in Fairview for the past 11 years and held positions on the HOA Board as Infrastructure Chairman and President. 

Jeff Rutherford, Member

Mr. Rutherford began his career as a software and systems designer, doing early research and development in networking, computer recognition and digital speech. He has been involved as a founder for several successful start-up companies and is currently the President of Cloud 9 Human Connection Solutions, a provider of cloud services for hospitals.
A resident of Collin County for 35 years, Mr. Rutherford and his wife Patricia have lived in Fairview since 2003. He has served as Treasurer and Board member of the Oakwood Estates HOA and enjoys being a “Shark Tank” mentor to middle school students in Richardson. He is an avid landscape photographer and enjoys observing Fairview’s local wildlife. Mr. Rutherford holds a degree in Engineering from Texas Tech University and a MBA from the SMU Cox School of Business. 

Roy Serpa, Member

Mr. Serpa has held marketing and business development management positions with Amoco Chemicals Corp., Bayer Chemical Corp., Gulf Oil Chemical Corp. and Borg-Warner Chemical Corp. He formed and became Chairman of the Gulf Oil Products Co., a subsidiary of Gulf Oil Corp. Subsequently, he became C.E.O. of Instamelt Systems Co and Enviroguard Corp.
Mr. Serpa retired in 2001after serving five years as Regional Director of the Texas Manufacturing Assistance Center. In addition, Roy served as a lecturer at the Mays College of Business at Texas A&M University for ten years.
Mr. Serpa holds a B.S. degree in Chemistry from the University of Mass--Dartmouth and an MBA from the University of Pittsburgh. He has been a resident of Collin County for ten years and resided in Harris County for twenty-five years.
